Mizoram’s Chief Electoral Officer (CEO) Garima Gupta on Saturday said that there is no traces of any foreign national being included in the state’s electoral rolls, dismissing allegations raised in recent complaints even as the draft electoral roll for 2026 after a month-long intensive revision was published across all 40 Assembly constituencies.

Recently, Mizoram’s influential student body, Mizo Zirlai Pawl (MZP) submitted a complaint to the CEO alleging a staggering 121 per cent surge in voters in Chakma-dominated areas, particularly in the southern part of the state, over 2 decades.

The organisation had also demanded a rigorous verification of voters in such areas and purge of suspected foreigners from the state’s voter lists during the Special Intensive Roll Revision (SIR) exercise conducted between May 30 and June 28.
Gupta said that complaints regarding alleged inclusion of foreign nationals had been thoroughly verified through district election officials during the SIR exercise.

“We do not see any case of a foreign national being entered in the electoral roll. As per the draft roll, there is no large increase or abnormal growth in voter numbers,” the CEO told a news conference here.

She said that the SIR process had involved multiple levels of scrutiny, including Booth Level Officers (BLOs), Electoral Registration Officers (EROs), District Election Officers (DEOs) and representatives of recognised political parties.

Gupta said that every elector had been physically verified through house-to-house visits, while political party-appointed Booth Level Agents (BLAs) also participated in the exercise to ensure that only eligible voters were included.

According to the CEO, a total of 46,163 enumeration forms (5.28 per cent) remained uncollected, which means the voters were deleted from the voter list after the intensive revision.

She said that said 8,75,068 enumeration forms were distributed, of which 8,28,906 forms were collected and digitised, making Mizoram the first among the 16 states undertaking the third phase of SIR to achieve 100 per cent digitisation of collected forms.

Of the 46,163 uncollected forms or deleted voters, Gupta said 21,295 electors (2.43 per cent) were found to have died, 13,978 (1.60 per cent) had permanently shifted probably to other states or foreign countries, 8,333 (0.95 per cent) were untraceable or absent despite repeated visits, and 2,248 (0.26 per cent) were already enrolled elsewhere.

Additionally, 309 voters, whose names have appeared in the last rolls (2025), refused to be enrolled during the SIR on religious grounds, she said.

According to the draft roll published on Saturday, there are 8,28,906 electors, including 4,29,881 female voters across all 11 districts in the state.

The state also has 4,185 service voters, including 94 female voters.
