The Impact Study Committee on the Kaladan Multi-Modal Transit Transport Project (KMMTTP) and the Bairabi-Sairang Railway Link has submitted its final draft report to Chief Minister Lalduhoma.
The Chief Minister expressed his appreciation to the members of the committee and commended them for completing the report ahead of schedule. Although the committee was initially given 12 months to submit its report, they completed the study and submitted the report within 10 months. 
He acknowledged the hard work and dedication of the members and stated that the government would continue to seek the assistance of the committee in following up on the recommendations and related matters.
The meeting also discussed the broad findings of the report, particularly its situational analysis and field study. Discussions focused on the present and future prospects of cross-border trade between Mizoram and Myanmar, appropriate mechanisms for revenue collection and taxation in accordance with the law to enable the Government of Mizoram to derive greater benefits, and measures to facilitate the export of Mizoram’s products to other parts of the country and beyond.
The committee observed that traders and logistics service providers in Mizoram are already benefiting considerably from existing trade and logistics activities. It further noted that Mizoram traders could benefit even more by developing proficiency in the Zakhai or Burmese languages, which would facilitate communication and business engagement across the border.
The committee also highlighted the need to enhance public awareness of security requirements and compliance with applicable laws and regulations. With the KMMTTP expected to become operational in 2027, it identified several areas where accelerated action and advance preparation are required.
Regarding the impact of railway connectivity in Mizoram, the committee stressed the importance of effective implementation of the Inner Line Permit (ILP) system following the introduction of railway services. It also emphasised the need for proper approach roads to all railway stations along the railway line in Mizoram so that people in surrounding areas can fully benefit from the connectivity.
The committee further pointed out that high taxi fares between Sairang and Aizawl are among the factors limiting the effective utilisation of railway services by the public.
As part of its study, the committee visited Arunachal Pradesh, Nagaland and West Bengal to examine relevant experiences and impacts of major connectivity projects. During these visits, the Committee was informed that Mizoram’s initiative to constitute an Impact Study Committee following the arrival of railway connectivity within a relatively short period was regarded as a commendable and exemplary initiative.
The Committee, headed by Chairman T. Lalhlimpuia, MLA, with Zomuana as Member Secretary and other members, has compiled its detailed findings and recommendations covering the various areas of study. The committee will continue to collaborate with the government in following up on the recommendations and supporting their implementation in due course.
