Today, a “One Day State Level Conference on Census” – an awareness and discussion programme on how to conduct Census 2027 Phase-II – was held at Secretariat Conference Hall-II, MINECO, chaired by Chief Secretary Pu Khilli Ram Meena along with Census officials. It was informed that in Phase-II, the Population Enumeration in Mizoram will be conducted and that refugees will also be counted.

The Chief Secretary said that since the data collected from the Census will be used by the country for various policies, especially for achieving Vikshit Bharat 2047, it needs to be conducted in the most careful and meticulous manner possible. He said that since one of the core parts of the Census, the population count, will be conducted in Phase-II, more hard work will be required than in Phase-I. He told the District and field level officers that they are always ready to help with their needs and urged them to give their best efforts and, as in Phase-I, to aim to make Mizoram the first state to complete the process cleanly in Phase-II as well.

Pu Vinod P Kavle, Director of Census Operations, delivered a welcome address, and Pu Jamil R. Swer, Deputy Director, Census Operations, explained how Census 2027 Phase-II will be conducted and how training will be held; Pu Sudhir Kumar, Principal Secretary, GAD, also gave necessary information and words of encouragement to the attendees.

In the 2027 Census, for the first time in India, Self-Enumeration via Digital Mode will be implemented, and as in Phase-I: House Listing and Housing Census (HLO), Self-Enumeration will also be implemented in Phase-II: Population Enumeration. As planned, Self-Enumeration is to be conducted from January 10, 2027 to January 24, 2027 (15 days), House-to-House Enumeration is to be conducted from January 25, 2027 to February 28, 2027, and a Revision Round is to be held from March 1, 2027 to March 5, 2027.

For the first time, a Caste Census will be conducted, with the 16 Scheduled Castes in Mizoram to be recorded, and Refugees will also be fully counted, though this will not mean they have Indian citizenship. It was stated that if there are those who do not wish to share their Aadhaar card number in the Census, they will not be forced to do so, and that those who for some reason were not included in the Special Intensive Revision (SIR) 2026 will also be fully counted in the census.
