The Mizoram government has announced that it will issue special “Red Card” permits allowing eligible individuals to possess and consume Indian Made Foreign Liquor (IMFL) on medical grounds under the provisions of the Mizoram Liquor (Prohibition) Amendment Act, 2025.

According to a notification issued by the Excise and Narcotics Department, permits will be granted under Section 45B(1) of the Act to applicants whose medical conditions justify the possession and consumption of liquor.

Application forms will be available at the Commissionerate of Excise and Narcotics in Aizawl and at district Excise and Narcotics offices across the state.

Officials said the Red Card permit will be valid for one year and will require a fee of Rs 5,000.

The development follows amendments made to the Mizoram Liquor (Prohibition) Act, 2019 by the state assembly in March last year. The amended law permits the possession and consumption of IMFL for individuals who require it for medical purposes.

The legislation also provides for special liquor permits for foreign and domestic dignitaries as well as tourists. Additionally, it allows the manufacture, sale, and supply of locally produced wine and fruit beer made from agricultural and horticultural products such as ginger, banana, dragon fruit, passion fruit, pineapple, gooseberry, guava, starfruit, sugarcane, jackfruit, watermelon, and honeydew melon.
