The Mizo National Front (MNF) has opposed the proposed amendments to the Foreign Contribution (Regulation) Act (FCRA) and urged Mizoram’s Members of Parliament to vote against the Bill when it comes up for consideration in Parliament.
MNF vice-president and Leader of the Opposition Lalchhandama Ralte said the proposed changes could have a serious impact on churches, non-governmental organisations (NGOs), educational institutions and charitable organisations that rely on foreign assistance. He appealed to the state’s MPs in both the Lok Sabha and Rajya Sabha to actively oppose the amendments rather than abstain from voting.
Mizoram has one Lok Sabha and one Rajya Sabha member, both from the ruling Zoram People’s Movement (ZPM). The MNF leader claimed that the proposed amendments would make it more difficult for organisations to receive foreign contributions, affecting institutions such as schools, orphanages and other social service organisations.
The Foreign Contribution (Regulation) Amendment Bill, introduced during the Budget Session of Parliament, is scheduled for consideration and passage during the ongoing Monsoon Session.
Ralte alleged that the proposed legislation would further centralise control over foreign funds and introduce stricter provisions related to organisational assets. He added that MNF president Zoramthanga, who is currently in New Delhi, would raise the matter with senior Central leaders.
The issue has drawn concern in Mizoram, a Christian-majority state, where several organisations have expressed apprehension over the possible impact of the amendments on churches and NGOs. The Mizoram government is also considering submitting a memorandum to the Centre highlighting its concerns and suggestions.
