The Special Intensive Revision (SIR) of Electoral Rolls 2026 has been completed in Mizoram, with the Final Electoral Roll published across the state. Mizoram Chief Electoral Officer Pi Garima Gupta, IAS, announced the publication at a press conference held at Aijal Club in Aizawl.
The SIR was undertaken in all districts of Mizoram from May 20, 2026, in accordance with the instructions of the Election Commission of India. Mizoram was among the 16 states and two Union Territories covered under the third phase of the Special Intensive Revision.
Before the revision, a total of 8,75,068 electors were covered and Enumeration Forms were distributed to them. Of these, 8,28,906 forms were received, while 46,162 forms were not received. Following the enumeration process, the Draft Electoral Roll was published on July 4 with 8,28,906 electors.
During the claims and objections period from July 4 to September 2, Electoral Registration Officers and Assistant Electoral Registration Officers received and disposed of applications through Forms 6, 7 and 8. The Enumeration Forms received during the enumeration phase were also scrutinised during this period. As a result, 39,243 electors, or 4.73 per cent of the draft roll, were added, while 32,280 electors, or 3.89 per cent, were deleted. The final roll therefore recorded a net increase of 6,963 electors, or 0.84 per cent.
The final publication was originally scheduled for September 6, but the date was changed to September 7 as the earlier date fell on a Sunday, following a request from the Office of the Chief Electoral Officer, Mizoram.
The Final Electoral Roll contains 8,35,869 electors, comprising 4,03,179 male voters, 4,32,689 female voters and one third-gender voter. In addition, Mizoram has 4,103 service voters, including 4,010 males and 93 females.
Among the districts, Aizawl has the highest number of electors with 2,78,114, followed by Lunglei with 97,172 and Lawngtlai with 90,715. Hnahthial has the lowest number of electors at 15,522, followed by Khawzawl with 17,527.
At the Assembly constituency level, 36-Tuichawng (ST) in Lawngtlai district has the highest number of electors, with 37,236, while 35-West Tuipui (ST) in Lunglei district has the lowest, with 14,667 electors. The constituency with the highest increase is 10-Aizawl North-I (ST), where the electorate rose from 25,472 in the draft roll to 26,866 in the final roll, an increase of 1,394 electors or 5.47 per cent. Meanwhile, 35-West Tuipui (ST) recorded the highest decline, falling from 16,477 to 14,677 electors after the deletion of 1,800 ineligible electors, representing a decrease of 10.9 per cent.
The highest sex ratio was recorded in 12-Aizawl North-III (ST), with 1,221 female electors for every 1,000 male electors. The lowest sex ratio was recorded in 35-West Tuipui, with 848 female electors for every 1,000 male electors.
The Chief Electoral Officer also informed that any person aggrieved by the decision of an Electoral Registration Officer may file an appeal before the District Magistrate within 15 days from the date of publication of the Final Electoral Roll under Section 24(a) of the Representation of the People Act, 1950, read with Rule 27 of the Registration of Electors Rules, 1960. A second appeal may be filed before the Chief Electoral Officer within 30 days of the District Magistrate’s order under Section 24(b) of the Act and Rule 27.
Electors have been advised to verify their names in the Electoral Roll and submit applications for inclusion, correction or deletion through Forms 6, 8 and 7 respectively, either online or offline. The Office of the Chief Electoral Officer, Mizoram, expressed appreciation to citizens, political parties, civil society organisations and the media for their cooperation. The office also commended the election machinery, including District Election Officers, Electoral Registration Officers, Assistant Electoral Registration Officers, Booth Level Officers and other field-level personnel, for their efforts in completing the SIR process successfully and on time.
