In a major step towards lasting peace, cadres of the Hmar Peoples’ Convention (Democratic) – Lalhmingthanga Sanate faction formally returned to the mainstream by laying down their arms and adopting a peaceful way of life.

To mark the occasion, the Government of Mizoram organised a Home Coming & Arms Laying Ceremony at the Central Training Institute Parade Ground in Sesawng, in the presence of Chief Minister Lalduhoma.

The event was attended by Speaker Lalbiakzama, Home Minister K Sapdanga, ministers, Members of Parliament, MLAs, and other dignitaries.

The ceremony follows the peace agreement signed on April 14, 2026, between the state government and the HPC(D) Lalhmingthanga Sanate faction at Sakawrdaia, formally marking the surrender of arms as per the accord.

Addressing the gathering, Chief Minister Lalduhoma said that peace discussions in Mizoram have long been linked with the HPC(D) issue. He reaffirmed the government’s commitment to dialogue and commended the Home Minister and officials for their efforts in achieving the breakthrough. He stated that Mizoram can now confidently be called a truly peaceful state.

Emphasising unity, he said there is no division within the Mizo community and urged all sections to move forward together. Stressing the value of peace, he noted that it comes with sacrifice and praised the courage of the cadres who chose to give up arms. He also urged citizens to distance themselves from anything that could incite violence or conflict.

Home Minister K Sapdanga described the event as a historic moment and welcomed the cadres into the mainstream. He credited the Chief Minister’s commitment to peace and encouraged the former insurgents to work with the government for the state’s progress.

Speaker Lalbiakzama expressed satisfaction over the successful agreement, noting that peace has always been a priority, especially in the Hmar-inhabited areas.

Faction leader Lalhmingthanga Sanate acknowledged developmental efforts by the government, including projects like the Unity Bridge and improvements to the Mauchar road. While stating that the agreement may not meet all expectations, he said it was acceptable and led to their decision to join the peace process.

The programme began with a prayer led by Pastor Lalhmunsiama. Secretary (Home) Vanlalmawia delivered the welcome address. The cadres formally handed over their arms to IGP (Headquarters) H. Ramthlengliana, followed by an oath-taking ceremony led by senior police officials, where they pledged to renounce violence. The event concluded with a vote of thanks by MLA and Adviser to the Chief Minister Lalmuanpuia Punte.

Historically, sections of the Hmar community had formed the HPC after feeling their aspirations were unmet following the 1986 peace accord. A 1994 agreement led to the creation of the Sinlung Hills Development Council, while the HPC(D) later emerged under Lalhmingthanga Sanate. Another faction had already signed a peace deal in 2018. Talks with this faction resumed in 2024 and culminated in the recent agreement.

With this development, Mizoram no longer has any active underground ethnic insurgent groups.
