A new legal framework to regulate fireworks has been approved in Mizoram. On Tuesday, the Legislative Assembly passed the Mizoram Regulation of Fireworks Bill, 2026, introduced by Home Minister K. Sapdanga.
The Bill requires individuals to obtain prior permission from the Deputy Commissioner of their district before using or possessing fireworks. While it does not impose a complete ban, it establishes a permission-based system applicable year-round.
A three-tier monitoring structure will oversee implementation: a High-Level Committee led by the Home Minister, District Supervisory Committees chaired by Deputy Commissioners, and Local Supervisory Committees involving Village or Local Councils, police, and other stakeholders.
Commercial sale of fireworks will be restricted to licensed premises under the Explosives Act, 1884. Violations may result in imprisonment of up to three months and fines up to ₹50,000, while public servants face stricter penalties of up to six months’ imprisonment and fines up to ₹1 lakh. Authorities are empowered to search and seize fireworks in suspected cases.
The government cited concerns over pollution, public health, and safety as reasons for the legislation, noting that existing laws were inadequate. Detailed rules for permissions, monitoring, and enforcement will be framed soon.
