Following a municipal legal review, Mamdani confirmed that New York City cannot act unilaterally to enforce international warrants, stepping back from a key promise made during his mayoral campaign to direct local law enforcement to detain the Israeli leader. Despite conceding the legal limitation, Mamdani reiterated his sharp criticism of Netanyahu’s actions in Gaza, labeling him a war criminal and declaring that he remains unwelcome in the city. The mayor urged the U.S. federal government to recognize the ICC warrant and detain Netanyahu upon his arrival in September. However, federal leaders, including President Donald Trump, have rejected the proposal, stating unequivocally that Netanyahu will not face arrest in the United States, as the country is not a signatory to the ICC. Israeli officials similarly dismissed Mamdani’s statements, urging municipal leadership to focus on local city governance rather than foreign policy affairs.
