
The state legislature passed the Mizoram Liquor (Prohibition) Amendment Bill, 2025, allowing the production and distribution of wine and local beer manufactured entirely from locally produced agricultural and horticultural products, despite protests and a walkout by the opposition. Additionally, the measure would allow foreign dignitaries, tourists, and domestic visitors to own and consume foreign liquor created in India with special permits.
The previous Mizo National Front (MNF) government passed the current Mizoram Liquor (Prohibition) Act in 2019, which forbids the sale, possession, production, and use of alcoholic beverages, including wine and beer. Mizoram has been losing crores of rupees in booze sales revenue as a result of this act. After opposition parties, including the MNF, objected, the Zoram People’s Movement (ZPM) government postponed its March announcement that the bill would be introduced in the parliament.
Mizoram’s Chief Minister Lalduhoma has defended the government’s proposed amendment bill, which would allow tourists, foreign dignitaries, and tourists to import IMFL with permission from the Excise Commissioner. The bill also allows individuals advised by doctors to consume alcohol for health reasons to be issued red cards, allowing them to purchase alcohol from the Excise Commissioner’s Office.
