Mizoram Chief Minister Lalduhoma, who also holds the Finance portfolio presented the State Budget for 2026–27 in the Assembly. After the presentation in the House, he addressed the media at a press conference held at the Assembly Annexe Conference Hall in Aizawl and explained the main points of the Budget.

The Chief Minister said Mizoram’s share under Horizontal Devolution has increased to 0.564 per cent as recommended by the 16th Finance Commission. Because of this, the State is expected to receive Rs. 8,608.08 crore as its share of Central Taxes and Duties during 2026–27. This is Rs. 976.80 crore more than what was awarded under the 15th Finance Commission.

According to the Budget Estimate, the Gross State Domestic Product (GSDP) for 2026–27 is projected at Rs. 43,817.09 crore. Revenue Receipts are estimated at Rs. 14,994.31 crore and Capital Receipts at Rs. 2,475.60 crore. The total Consolidated Fund is projected at Rs. 17,469.91 crore, while Gross Expenditure is estimated at Rs. 17,076.92 crore.

The State expects a surplus of Rs. 392.99 crore, as total receipts are projected to exceed expenditure. The government plans to use this amount to reduce Public Account liabilities.

The Budget shows a Revenue Surplus of Rs. 899.84 crore, which is 2.05 per cent of GSDP. The Gross Fiscal Deficit is estimated at Rs. 1,669.02 crore, or 3.81 per cent of GSDP. The Primary Deficit stands at Rs. 739.37 crore. Projected liabilities are estimated at Rs. 19,085.15 crore, with a Debt–GSDP ratio of 43.56 per cent.

The Chief Minister explained that the higher deficit is mainly due to funds received under the Special Assistance to States for Capital Investment (SASCI). He said the assistance is treated as a loan, but it is interest-free and repayable after 50 years. These funds are meant for capital development projects. During the current financial year, Mizoram expects to receive Rs. 1,519 crore under SASCI. The government intends to make full use of this scheme because of its favourable terms.

On the issue of Rural Local Bodies (RLB) Grants under the 15th Finance Commission, the Chief Minister said only the first instalment for 2021–22 had been received earlier. He said the present government has taken steps to secure the pending instalments. A total backlog of Rs. 25,350 lakh has been received so far. About Rs. 7,400 lakh is still expected during the current financial year, and efforts are on to ensure its full release.

During the press conference, the Chief Minister also spoke about the overall financial position of the State and answered questions from media representatives.

The press meet was chaired by Shri Malsawmsanga, Joint Director of Information and Public Relations. The Chief Minister was accompanied by Adviser (Finance & Planning) Pu TBC Lalvenchhunga, Finance Commissioner Pu Vanlaldina Fanai, and other senior officials of the Finance Department.
