The Government of Mizoram has formally implemented the e-office system across all 41 departments housed within the State Secretariat, marking a significant milestone in the state’s digital governance journey. The initiative, led by the Department of Information and Communication Technology (ICT), was announced by ICT Minister Dr. Vanlalthlana at a press conference held on Wednesday. The e-office system, a centralized digital platform designed to replace traditional paper-based office work, is now fully functional in all government departments operating under the Secretariat, as well as the Chief Minister’s Office. The decision to go digital is aimed at enhancing efficiency, improving transparency, and eliminating bureaucratic delays often associated with manual file handling.According to Dr. Vanlalthlana, the digital transition began earlier this year as a pilot project on April 18 in four key departments — including the School Education Department and the Public Works Department (PWD). The pilot’s success in facilitating faster file movement and eliminating issues like lost or misplaced documents convinced officials to expand the platform’s reach across the entire Secretariat.

He shared that the e-office project officially started in January 2024, backed by the Union Ministry of Personnel, Public Grievances and Pensions through the Department of Administrative Reforms and Public Grievances. A total of ₹1.99 crore was sanctioned under the State Collaborative Initiative scheme to support the program.“This is not just a technological shift — it is a change in governance culture. Over 6,400 digital files have already been created and processed, showing how effective the platform has become in a short time,” Dr. Vanlalthlana told reporters.One of the most notable features of the e-office system is its remote accessibility. Senior government functionaries, including the Chief Minister, Cabinet Ministers, and high-ranking officials, are now able to access and process files through secure Virtual Private Network (VPN) connections from anywhere. This ensures that urgent matters are not delayed due to physical absence from the Secretariat.With this infrastructure in place, Mizoram now joins the ranks of digitally forward Indian states that have adopted a paperless office model, aligning with the Centre’s vision for Digital India.

Dr. Vanlalthlana further informed that the e-office framework would soon be introduced in various directorates and district-level offices, effectively decentralizing digital administration. “The eventual goal is to establish a seamless workflow across all administrative levels, ensuring consistency and faster service delivery,” he said.In addition to the e-office rollout, the ICT Department has taken up the task of upgrading digital infrastructure by migrating over 300 government websites from the Ctrl-S Data Centre to Google Virtual Private Server (VPS). While the migration temporarily caused inaccessibility of certain websites, the department has already restored 23 websites and continues to reactivate more.“This migration will ensure better security, higher uptime, and improved access to public services,” the minister explained. He acknowledged the temporary inconvenience but assured citizens that the outcome would be a more robust and user-friendly online presence for all state departments.
