The Legislative Assembly of Mizoram has passed a Bill to shift the headquarters of the proposed state university from Aizawl to Lunglei. The move marks an important change in the state’s higher education planning.
The House approved the Mizoram State University (Amendment) Bill, 2026, which changes the location of the university headquarters. Under the original Act passed in March 2025, Aizawl had been named as the headquarters of the proposed university.
Introducing the Bill, Higher and Technical Education Minister Vanlalthlana said the decision was taken to correct regional imbalance and ensure fair development across the state. He informed the House that the university would function in a “cluster mode,” bringing various existing colleges in different districts under one system.
The government has already started administrative preparations. Search committees have been formed to appoint a vice-chancellor and registrar. The Geology and Mining Department office building at Lunglawn in Lunglei will be used as the temporary headquarters until permanent arrangements are made.
Chief Minister Lalduhoma clarified that only the headquarters location has been changed. He said the cluster model of the university will remain the same. Departments and affiliated institutions that were planned to function from colleges in Aizawl will continue as earlier proposed.
The Chief Minister also said that people from Lunglei, Champhai and Mamit districts had submitted requests to the government to set up the headquarters in their regions. After discussions with NGOs, local groups and legislators, the Council of Ministers took a unanimous decision in November last year to relocate the headquarters to Lunglei.
However, opposition members raised concerns over the timing of the amendment. BJP MLA K. Ralawma alleged that the government had changed its earlier decision under pressure from ruling party legislators representing southern districts.
The government rejected the allegation and said the decision was based on development needs. It maintained that the relocation is aimed at ensuring balanced growth and expanding access to higher education in different parts of the state.
