The State-Level Unique Identification Implementation Committee (UIDIC) meeting for the year 2026 was held in Aizawl on Wednesday under the chairmanship of Mizoram Chief Secretary Khilli Ram Meena. The meeting reviewed the overall progress of Aadhaar enrolment and the use of Aadhaar-based services in the state and discussed steps to improve coverage in the coming months.
Senior officials from the Unique Identification Authority of India (UIDAI) Regional Office, Guwahati, including Deputy Director General Ngachan Zimik and Director Colonel Abhishek Koushik, attended the meeting along with senior officers of the Mizoram government. Among those present were Principal Secretary (GAD) Sudhir Kumar, Secretary Lalhriatzuali Ralte, Director of Women and Child Development Zoramthangi Chhangte, Joint Secretary Lalrohlua, and several other departmental heads and officials.
During the meeting, Ngachan Zimik presented a detailed report on the current status of Aadhaar enrolment in Mizoram. The presentation showed that enrolment, updates, and the use of Aadhaar services in the state have been steadily increasing over the past year. However, he also pointed out that certain areas require more focused attention to ensure that all residents are fully covered under the Aadhaar programme.
One of the key issues discussed was the need to speed up Aadhaar enrolment for young children between the ages of 0 and 5 years. Officials noted that enrolment at the early stage is important because it helps families access different government benefits and services without delays. The Chief Secretary directed the Health Department to make full use of Aadhaar enrolment kits available at district hospitals and other health facilities so that children can be enrolled at the time of birth registration itself. This process, known as Birth Registration Based Aadhaar Enrolment (BRBAE), is expected to improve coverage among newborns and young children across the state.
Another important point raised during the meeting was the lower enrolment rate in some districts, including Hnahthial, Lawngtlai, Khawzawl, and Serchhip. The committee discussed the need for special efforts in these districts to bring more residents into the Aadhaar system. Officials agreed that additional enrolment camps and awareness programmes would be organised in these areas to improve participation.
The meeting also discussed the need to conduct Mission Mode Mandatory Biometric Update (MBU) camps in schools. These camps are aimed at updating the biometric details of children as they grow older so that their Aadhaar records remain accurate. The Chief Secretary directed the School Education Department to increase the number of such camps and to work in coordination with the General Administration Department, which is the nodal department for Aadhaar-related activities in the state.
Digitisation of government documents was another major topic of discussion. Officials were asked to explore the possibility of converting non-digitised state government documents into digital format and adding QR codes so that the authenticity of documents can be easily verified. The Chief Secretary instructed all departments to take steps to ensure that official records are converted into digitally verifiable formats, which will help improve transparency and reduce the chances of misuse of documents.
The committee also discussed the expansion of Aadhaar authentication services for delivering government schemes and services in a more transparent and efficient manner. The Department of Information and Communication Technology was directed to complete the process of becoming an Authentication User Agency (AUA) at the earliest so that Aadhaar-based authentication services can be used more widely across government departments.
During the meeting, UIDAI officials informed that a new Aadhaar Seva Kendra is being set up in Aizawl and is expected to become operational by March 31, 2026. The Chief Secretary welcomed this development and said that the new centre would help meet the growing demand for Aadhaar-related services, especially for residents of Aizawl and nearby areas. The new facility is expected to reduce waiting time for enrolment and updates and make services more accessible to the public.
Officials also highlighted the importance of the newly introduced Aadhaar mobile application, which allows users to access certain Aadhaar-related services digitally. The Chief Secretary suggested that officials working in the state secretariat should download the application and make use of it, including for attendance-related functions where applicable.
